Annscott Consulting Services, LLC is was established in 2020 and is a NYS Department of State licensed Private Investigation company. We are based out of Arcade, New York and provide investigative services in Western and Central New York. We specialize in Collision Investigation and Reconstruction, however we also offer additional services.

Jeffrey S. Ely - Senior Investigator/Manager
Jeff is a retired Erie County Sheriff's Office Deputy with over 29-years of law enforcement experience and has been conducting Accident Investigations and Reconstructions from 2005. Jeff has been teaching Accident Investigation, through the New York State Division of Criminal Justice Services, to Police Officers and Sheriff Deputies across NYS for over 10 years. He has over 16 years of Accident Investigation/Reconstruction experience along with teaching Radar/Lidar, Breath Analysis Operator and the Emergency Vehicle Operator Course at area police academies.
Jeff is experienced in CDR (Crash Data Retrieval) imaging, analysis and reconstruction. He is also trained in Electronic Measuring (Total Station), Edge, Edge FX and Reveal drawing programs and 3D animation. Jeff is experienced in court-room testimony having testified in numerous criminal and civil cases.

Edward A. Baker, Jr. - Senior Investigator
Ed has been in Law Enforcement for over 30 years. He started at the Erie County Sheriff’s Department in 1990 working the road patrol. He left the Sheriff’s Department in 1992, and joined the West Seneca Police Department. Ed joined the Accident Investigation/Traffic Unit in 1997. After attending 4 weeks of Accident Investigation Training, he continued his education by attending several Accident Reconstruction Courses, and eventually becoming the first working police officer in NYS to be certified by ACTAR (#1404). Training in the Nikon Total Station measuring Accident/Crime Scenes by Automotive Safety Consultants, and Computer Diagramming at Visual Statement resulted in jobs working for both companies traveling across the country training police investigators in measuring/diagramming accident and crime scenes. Ed also instructs new Accident Investigators at the Erie County Central Police Services Academy in Basic Accident Investigation, Intermediate Accident Investigation, Advanced Accident Investigation, and Technical Accident Investigation.
Ed has been instrumental in developing the West Seneca Police Dept. Accident Investigation Unit into one of the most respected units in Erie County. He has been in the unit for over 20 years, and asked to assist other agencies with some of the high profile accident cases in the area.

William Pelow - Senior Investigator
William Pelow is an accomplished Accident Reconstruction Specialist with extensive knowledge in the area of Accident Investigation and Reconstruction. William received the prestigious ACTAR accreditation in 2018 and currently supervises the Accident Investigation Unit for the Town of West Seneca Police Department, a suburb of Buffalo, NY. Over the course of his career in Law Enforcement, William has amassed a great deal of experience investigating not only motor vehicle accidents, but accidents involving motorcycles, pedestrians, and bicyclists alike. His specialized and advanced knowledge in analyzing and applying Bosch Crash Data Retrieval (CDR) data provides for a more complete representation of causational factors involved in a crash. William’s knowledge and expertise is sure to provide our clients with a perspective they can be confident in.
